City announces search for Chief Data Officer to help drive innovation

HONOLULU – Mayor Rick Blangiardi on Tuesday announced that the City and County of Honolulu has begun accepting applications from highly skilled and experienced individuals to serve as the City’s first Chief Data Officer, a position created to help facilitate the collection and management of data across all City departments and improve the public’s access to that data once collected.

"In hiring an innovative thinker and visionary leader to serve as our new Chief Data Officer, we are making a strategic investment in the City and County of Honolulu's future,” said Mayor Rick Blangiardi. “This critical role will ensure effective data management and unleash the power of analytics, evolving our ability to make evidence-based decisions and creating a smarter and more data-driven Honolulu."

The position will offer a unique opportunity to play a critical role in City operations, working closely with the mayor and managing director to assess the City's current data collection capabilities and develop strategies to ensure effective and efficient handling and analysis of data across the City and County of Honolulu.

“Our Chief Data Officer will utilize, analyze, and make accessible invaluable information that can inform decisions and benefit our entire community,” said Honolulu City Council Chair Tommy Waters. “The City Council recognizes the fundamental role data plays in guiding policy and operations, and that’s why we appropriated funding toward this crucial position. Other cities seem to benefit immensely from having a Chief Data Officer, and so I am stoked to see the positive impacts this new role and expertise will bring. This isn’t just a good position - it’s a necessity.”

Once the position has been filled, the Chief Data Officer’s primary responsibility will be the creation and implementation of a comprehensive data management strategy for the City, as well as procedures for reporting progress. The Chief Data Officer will be collaborating with department heads to assess data needs, establish data governance policies and ensure proper management and utilization of data resources.

The Chief Data Officer will also be implementing data protection measures and ensure compliance with relevant data privacy and security regulations.
