WAHIAWA - The City and County of Honolulu’s Department of Design and Construction (DDC) announced Monday plans to begin a slope stabilization and erosion control project in the Whitmore Village and Wahiawa town areas (as shown above). The project will address erosion issues within an earthen drainage ditch along Uwalu Circle and five (5) locations along California Avenue, between Plum Street and Nanea Avenue.

All work will be done within City rights-of-way and City property. Construction activities include clearing vegetation, excavation, backfill, grading, grass restoration (hydroseeding) and chain link fence replacement. The project also includes the installation of guardrails, a geosynthetic cementitious composite with shotcrete and anchors, grouted riprap, asphalt concrete (AC) pavement, a concrete head wall, and a concrete retaining wall and channel.

Construction work will begin July 10th, 2023 and is projected to be completed by July 2024. Work hours will be Monday through Friday from 8:30 a.m. to 3:30 p.m., excluding holidays.

Motorists and pedestrians are advised to observe all posted signs, special duty officers and to proceed with caution through construction areas. Drivers should anticipate delays due to detours, lane and/or road closures and allow for extra travel time. Please observe dates and times posted on roadway signs, illegally parked vehicles will be towed at the owner’s expense.
